Loading scripts
The VIP spawns with a group of Europan Soldiers in the Europan base at the top of the map. Despite looking like a Europan soldier, he will ping as "Hostile", and he does not have any extra health or abilities. Killing him will complete the quest.
Trivia
The quest seems to grant a RPK upon completion, though this may be a bug.
