Description
A Water Thief has been captured while spying on the Scorched Enclave's bunkers. Locate him and facilitate a covert extraction before he can be interrogated or worse.

When accepting the quest:
We've just got word that one of our... acquaintances, 'Caspian', from the Water Thieves Clan got caught in Scorched Enclave.
When turning in the quest:
Welcome back! You got the Water Thief out and it seems he is more than willin' to switch sides.
Caspian's overheard rumors about a new group operatin' outside of the Frozen Swamp.
Some say they're a bunch of fanatics, while others claim they're somethin' more.

The Water Thief is ironically locked up inside the water storage. You will need to hack the code lock on the door to enter, similar to solving a captcha.
Approach the thief and press the use key to release him. This does not complete the quest! The target must reach a safe spot first, where he will run immediately after release. He won't be attacked on his way there, but he might get stuck on terrain, in which case you'll have to try again in another raid. Once the thief reaches safety, you will be notified and the quest will count as completed.
Apparently, releasing default civilians found sporadically in the middle of the central bunker complex will also complete the quest.
