Europa, a military and governmental superpower comprising North and some of South America and Western Europe, was failing to care for its population. With widespread poverty and disease, pollution and famine; a formerly rich and grand society clinging to the nostalgic iconography of totalitarian grandeur. They had all the land, and no way to feed the people in it.

Europa is one of the three major Factions in The Forever Winter. Europan ground forces mostly consist of basic infantry like the Europan Soldier and Europan GRINN, but more heavily armed (and armored) infantry can be seen as well, such as the Europan EOD and Europan Bodyguard. Europa also fields a wide variety of vehicles, mechs, drones, and unique units, such as the Europan Merkava Body Tank, Europan Medium Mech, Europan Stilt Walker, Europan Tormentor, Europan Pyro, and Europan Red Baron Exo, are deployed to either shore up Europan forces or intimidate enemy forces.

Background

Sometime in the 21st century, the Federation of Europa formed from a set of Western countries with the shared goal of geopolitical military supremacy and security, though not all of its members joined voluntarily. After Europa's formation, most Western democracies were suspended, and many neighboring nations were wary of Europa's founding members, who would have more power than subsequent entrants into the federation. Anti-Europan riots quickly broke out in several cities across Europa, which quickly devolved into mass rioting and civil unrest. These were put down brutally by Europa as it wasn't overly concerned about public perception or overstepping the Geneva Convention.

After a certain global climate disaster struck, rendering soil and conventional farming methods everywhere absolutely fruitless, Europa began to compete with its rival, Eurasia, for resources. Eurasia's corporate R&D discovered a biotech solution to continue agriculture in the Earth's dying soil faster than Europa. The combination of previous economic policies favoring military development and the inability of Europa to find a solution to its worsening food supply resulted in widespread poverty, disease, food insecurity, and unrest. These mounting domestic pressures significantly contributed to the escalating nuclear tension between Europa and Eurasia as each megastate had something the other wanted.

It is unclear which side fired first, but tensions eventually boiled over into nuclear war. Europa launched ICBMs at Eurasia, and while Eurasia's major governmental centers housing their human leadership were nuked, Europa's governmental centers, human leadership, and some of their major military centers were also wiped out. Instant, intercontinental long-range communications were lost due to the nukes and Kessler Syndrome (space debris created by the destruction of satellites made it impossible for spacecraft and satellites to launch into Earth's orbit safely). With human leadership gone, Europa's AI leaders took over. Almost instantaneously, Europa deployed its armies to invade Eastern Europe and the Asian continent. Simultaneously, Eurasia, alongside its ally Euruska, deployed an invasion force to the Americas, with a focus on the West Coast.

Civilian life in Europa is heavily policed by a totalitarian surveillance state. In the city of Lost Angels, cameras, police, and military checkpoints, and Thought-Crime Scanners are ubiquitous throughout the city. Law enforcement is overseen by the Provisional Polizei and Special Provisional Polizei, and immigration is facilitated through the Nanostate Immigration Checkpoint Enforcement (N-ICE). The Eurostate Wartime Management Authority oversees civil administration while military units, up to and including Europa's mechs, patrol the streets, both for security and intimidation.

While people still hold jobs and go to shops, life remains abysmal due to widespread civil unrest, militant government oppression, and an ailing food supply. While conscription is used to fill Europa's ranks (which, due to continuous heavy losses on the frontlines, includes children, authorized through the Minor Age Adjustment Enlistment Act), many citizens find that enlisting in the military offers more freedom than back home, which typically remains marred in crime and disease. With regards to the war, Europa tells its citizens that they're not losing, but they're not winning either.

On the frontlines, Europa's military is governed by STRATCOM, with involvement of the AI Judges. Most of Lost Angels's population has left the city with an unknown, sizeable population of stragglers still remaining, forming the various minor factions and civilian/refugee populations in the region. Europan forces in Lost Angels continue to lag technologically behind Eurasia and Euruska as most of its advanced tech has been lost and R&D remains stagnant (most of Europa's vehicles and mechs are simply recycled old designs that are iterated upon and adjusted over time). Europan troops are rewarded with material incentives through supply drops if they complete their objectives set by task-based AI. However, as these supply drops can be unreliable, many Europan units are forced to go rogue in order to collect supplies and boost their odds of survival. Additionally, despite facing technologically superior opponents in a never-ending war, many Europans dream of returning to a home they think still exists. In the Innards, the faction is represented by Luca, an active-duty soldier charged with employing the Scavengers for mercenary work, and Grillo, an underground arms dealer with connections to Europa.
