When accepting the quest:

Alright friend. Next up is the cooling system.

Without it, you'd be able to fire three times before the whole thing starts to overheat. My contact at the Eurasians has no more work to be done, so we're on our own here. He did tip me off that the Mech Trenches might be a good place to start looking, however. I think you understand the rest.
