"Eliminate before extracting" means you need to kill all 10 targets in a single raid and survive, else the counter resets. Eurasian units like cyborgs will not count.
It is very difficult to complete this quest on the daytime variant of the map as Euruskan units are more likely to spawn on the evening variant. To increase the likelihood of triggering this variant, make sure to have the Shadow Sweep quest active.
Trivia
- Quest dialogue suggests Bunco was being literal about smelling Euruskan blood on your hands. This matches his superstitious fascination with blood in other quests, such as Down to the Last Drop Pt.2
